Land Use Discrepancies and Amendments
The maps above identify where changes are proposed to land use designations for the General Plan, Downtown Specific Plan, and zoning. The proposed land use changes are intended to correct inconsistencies between the existing General Plan, Downtown Specific Plan, and/or zoning designations for the subject properties. The changes will be discussed at the upcoming Task Force meeting on May 28, 2019 and the subsequent Planning Commission and City Council meetings.
The maps above identify properties proposed to be changed with review and adoption of the Downtown Specific Plan Update by the City Council later this year. Details regarding the proposed changes can be found in this table (subject properties are identified with Assessor's Parcel Number and address, and correspond to the numbers on the maps).

The Task Force began its review of the proposed land use changes, with an initial discussion held at its meeting on Tuesday, March 27, 2018 (see Map A, Map B, and the table reviewed at this meeting), and a follow-up discussion at its June 26, 2018 meeting (see Item 3). Land use discrepancy "Map A" identified properties proposed to be changed with review and eventual adoption of the Downtown Specific Plan Update by the City Council. Land use discrepancy "Map B" identified properties proposed to be changed in the future, and would be identified as an implementation action to allow for additional outreach to these property owners.
At the March 27 meeting, the Task Force began to review and receive public input on the above-mentioned proposed changes to land use designations. The Task force did not take action or make a recommendation on these potential changes at the March 27 meeting. The discrepancies were discussed at the Task Force meetings on April 24, 2018, June 26, 2018, November 13, 2018, and February 26, 2019. Additionally, the City Council discussed potential land use amendment designations on April 16, 2019 and May 7, 2019.
Map A changes have been separated out into three maps (above) for clarity: General Plan land use amendments, Specific Plan land use amendments, and zoning amendments. As aforementioned above, Map A changes are proposed for adoption with the Specific Plan. Map B changes maps are integrated into the Draft Specific Plan and will be an implementation action to be studied further after Specific Plan adoption.
