Adoption of the Downtown Specific Plan Update is subject to the California Environmental Quality Act (CEQA). Accordingly, an environmental impact report (EIR) will be prepared to evaluate potential environmental impacts of the plan. Provided below are key milestones and links to environmental documents pertinent to the Downtown Specific Plan Update.
The City prepared a Notice of Availability of the draft EIR announcing availability of the document. Comments received or postmarked by March 18, 2019 were accepted.
Additionally, public meetings at which comment was provided at the Downtown Specific Plan Task Force meeting on Tuesday, February 26, 2019 at 6:30pm and the Planning Commission meeting on Wednesday, March 13, 2019 at 7pm.

The City prepared a Final EIR in May of 2019 in accordance with CEQA which provides responses to comments on the Draft EIR. This document, combined with the Draft EIR (incorporated by reference) constitutes the Final EIR on the proposed Specific Plan.
Additionally, the City prepared Mitigation Monitoring and Reporting Program (MMRP) and CEQA Findings of Fact and Statement of Overriding Considerations. The MMRP describes the procedures that will be used to implement the mitigation measures adopted in connection with the approval of the proposed Specific Plan and the methods of monitoring such actions. The Findings distinguish between impacts that are are less-than significant impact without mitigation, those that are less-than significant with mitigation, and significant and unavoidable significant impacts. The Statement of Overriding Considerations is to itemize the benefits of the proposed project despite the significant environmental impacts.
